THE PROJECT TERRITORY, AIMS AND REALIZATION

Transcarpathian Water Management started the realization of INERREG IIIB CADSES/TACIS Project “Improvement of flood management system - MOSES” in May 2007. .

The project aims at flood damage minimization and flood control effectiveness increase due to enhancement of decisions and coordination measures to be taken on the local, regional and trans-boarder levels in the Uzh and Latorytsya river basins.

Project territory coveres Transcarpathian region of Ukraine, its main activities are concentrated in the Uzh and Latorytsya river basins.

Project activities:

  • Development of the Strategy of common Ukrainian-Hungarian Automated Information Measuring System AIMS-“TYSA” improvement;
  • Expansion of the flood monitoring system by installing two new automated stations and integrating them into AIMS-“TYSA”;
  • Improvement of the flood forecasting model in the Uzh and Latorytsya river basins;
  • Development GIS data base;
  • Development of the flood and risk zones mapping.

Project target groups are the population of the Project territory, water management organizations, hydrometeorological services of Ukraine and Slovak Republic, state and local authorities.

Project budget – 300 000 Euro..

Project duration – 14 months.

INTERREG III B CADSES NEIGHBOURHOOD PROGRAMME

Out of the three strands (A,B,C) of the Community Initiative Interreg III, CADSES (Central, Adriatic, Danubian and South-Eastern European Space) belongs to the B strand, addressing trans-European cooperation on a transnational level, whereas the cornerstone of strands A and C are cross-border cooperation and trans-regional cooperation respectively.

The CADSES Programme is, among the 13 transnational co-operation areas in Europe, the largest and most complex area. From the coasts of the Baltic Sea, through the mountains of the Central Europe and the Hungarian plains, through the Austrian and Slovenian alpine landscapes, CADSES stretches down to western Italy and Greece, thus grouping the Balkan regions, including Moldova and part of Ukraine. The CADSES area comprises regions belonging to 18 countries.

CADSES Programme comprises four priorities:

  • 1. Spatial, urban and rural development and immigration;
  • Transport systems and access to the information society;
  • 3. Landscape, natural and cultural heritage;
  • 4. Environmental improvement and protection.

Nowadays among 90 percent of the overall number of the projects are being realized within the CADSES Programme territory. Ukraine is the partner in the 6 projects of the Programme, which are to end by August 2008.

Since 2008 the Programme territory is divided into 2 vast regions – Central Europe and Central-Eastern Europe. The Central European region Programme includes 8 states – EU members and 5 Ukrainian regions – Zakarpatska oblast, Chernovetska oblast, Ivano-Frankivska oblast, Lvivska oblast, Volynska obast and Chernovetska oblast. The territory of South East Europe Programme is formed by the 16 EU states-members and 4 regions of Ukraine – Zakarpatska oblast, Chernovetska oblast, Ivano-Frankivska oblast and Odesa oblast. These new Programmes aim at the transnational cooperation development, internal integration intensification and improvement of the territorial, economical, environmental and social integration processes.

It’s important to point out that the Programme priority “Environmental improvement and protection” is the sphere in the framework of which water management organizations of the above-mentioned regions of Ukraine can participate in the programme calls, i.e. improve international co-operation in the sphere of water management of Ukraine. A specific feature of these Programmes is that they require participation of at least 3 EU member states in a project.
